If you wish to immigrate to Canada, the province or territory you live in or have lived in may nominate you for permanent residency. This is called the Provincial Nominee Program (PNP) or Territorial Nominee Program.
How does PNP work
Each province or territory except for Quebec establishes its legislation and policies on selecting nominees based on their economics. Therefore, the eligibility requirements for provincial nominee programs vary.
Usually, each provincial or territorial nominee program contains several streams/categories covering skilled workers, semi-skilled workers (National Occupational Classification code C or D), international graduates, entrepreneurs, and self-employed persons.
Depending on which stream/category you are eligible for, the application process also varies. For example, if you are eligible for a stream/category under Express Entry, you can only apply for a nomination when you are in the Express Entry pool and have received a letter of invitation from a province or territory. In other cases, you may apply for a nomination directly from the province or territory.
PNP and permanent resident application
If you are successful in your PNP application, you will receive a nomination certificate. You may also receive a work permit support letter if you do not live in Canada.
You must include the certificate in your permanent resident application. There are additional eligibility and admissibility requirements.
If you receive a negative decision on your PNP application, some provinces/territories offer an internal review or reconsideration process. For example, the Ontario government allows applicants to challenge a negative decision by filing an internal review notice.

Processing Fee (paid to IRCC for permanent residency application): $825 per person, plus $825 for spouse or partner, plus $225 per dependent child. $155 for work permit application
Right of Permanent Resident Fee (paid to IRCC): $500 per person (excluding dependent children)
Other fees such as medical exam, language exam, biometric, criminal records may apply
